Kijo Park was made at the site of inner citadel of Tsuchiura Castle and a part of the second enclosure.
The Tsuchiura Castle is said to be built in the latter period of the Muromachi
Era (1336 - 1573)
The Tsuchiura Castle was called by a nickname of Kijo (Turtle Castle),
as it looks like a turtle. And now the park is called Kijo Park. This park
